There was tremendous effort put into this upgrade, not only the last four days, but in the months and weeks leading up to it. Special thanks to Dave S, Nancy H, Kevin P, and Nolan L (LOGIS’ JDE Technical consultant), and the entire JDE Support team (Jill D, Nikki H and Kevin S) and many members of the Network Services team, especially John P and Jeff S, all contributed greatly to the success of this upgrade.
Twenty LOGIS members completed their ACA Electronic Filing with the IRS for the 2015 tax year using the functionality in Oracle/JDEdwards, with a total of 2,962 records submitted. Several files have been returned “Approved with Errors”, meaning a correction file must be submitted to the IRS within 60 days. The reason for the error was identified as a bug in the Oracle/JDEdwards Software code. LOGIS continues to work closely with Oracle on this project to ensure the correction files are successfully submitted to the IRS within the 60 day timeframe. We will begin filing replacements with the IRS as soon as the JDE code fix is available.
Eleven LOGIS members have completed their ACA Employee Reporting for the 2015 tax year using the functionality in JDEdwards.Â Three additional members are in the process of completing their Employee Reporting.Â One self-insured member is still to implement.Â Special thanks goes out to the staff at Farmington, White Bear Lake and Lakeville for working closely with Nancy Hilary with the verification and validation of their data to ensure the applications and reports for all members were functioning properly.Â Nancy worked closely with Oracle on this project to ensure the reporting could be completed in a timely manner, and well before the extended federal deadline.Â The Company reporting for all members remains in progress.
Six members (Farmington, Hutchinson Utilities, LOGIS, New Hope, Northwest Community TV and Robbinsdale) will be utilizing JDE Benefit Self Service for the 2016 Open Enrollment. As part of their implementation, each employee’s Dependents and Beneficiaries have been converted into JDE from offline insurance providers data. Additional data setup and conversions have also occurred as needed.
The cooperative efforts of each members’ staff led by Nancy Hilary, and assisted by Nikki Heinbuch at LOGIS set up the dataset foundation so members have a base template for their implementation.

Change seems to be the only constant these days for managing employee benefits. This year’s open enrollment process is no exception.
LOGIS members are finding alternative solutions for online enrollment after learning Apprize would no longer offer “enrollment period only” services. A few members have chosen to accept the Apprize year ‘round services. Two members have chosen the JDEdwards ESS Benefit Enrollment process. Other members are looking at competing vendor solutions to best serve their employees for online benefit enrollment. The constant through all of this – LOGIS support staff is working diligently with each member to provide quality electronic benefit management.
New code has been received from Oracle / JDE to provide ‘Hours of Service Reporting’.
In April, the first phase of ACA reporting capability was put into production for the LOGIS membership. After some setup has been completed, a “build” report can be run in Proof mode and then Final mode to update a new ACA Employee Eligibility table with the appropriate data. Reports and inquiries are available to review the data populated into this table. LOGIS staff continues to work with the Oracle / JDE E1 ACA Focus Group on the design, planning and rollout of the additional data definition and reporting requirements. More to come in future months!
Over 10,000 W2s were produced this year by the LOGIS membership using JDE HR/Payroll, an increase of over 6.5% from last year.There was also new functionality added – W2 Attachments!!This allows HR/Payroll to retrieve a copy of an individual employee’s W2 through the Year End Workbench, and, if activated, allows employees access to an electronic copy of their 2014 W2 via Employee Self Service.
This also gives employees access to their W2 data in JDE from prior years, although they cannot print a copy of the W2.
For HR/Payroll support, our busiest time of year is again upon us – preparing the benefit enrollment, integrating the enrollment data with the payroll process, setting up the new year and closing the old year requires nerves of steel. The behind the scenes process includes:
Benefit Enrollment – both online and manually
Integration into JDE employee files
Rate changes for those due at the first of the year
Processing of the first payrolls of the new year
Then it is back to the old year – completing reconciliations of final year-end reports, and
Finally printing and submitting the W2s
Throughout this process we continue to implement best practices which require additional work short-term, but easier access long-term.
Time only to take a deep breath before 2015 projects kick off…
An Insight Software User Group meeting was held August 20th and 21st at LOGIS. The two day User Group meeting was well attended by a majority of the LOGIS members, along with a few other local Insight Software clients.
There were four primary areas of focus during the two days:
Insight Planning module; extends and enhances Insight Budgeting, including Salaries and Benefits details and line item comments;
Hubble; Insight Software’s new Business Management offering;
New features and functionality in the latest release 2014.1; and
Q&A; discussion on existing inquiries challenges, and potential enhancement ideas.
A number of attendees expressed interest in both the new Planning module as well as Hubble.

Sixteen inquisitive members of several LOGIS member agencies participated in an interactive presentation of WorkForce DirectorTM on June 19th.
WorkForce DirectorTM is an electronic scheduling system developed by the Minneapolis Police Department. Available for use by other governmental agencies, the system provides comprehensive scheduling and time keeping functions not found in other systems.
The approved schedules can be quickly converted into payroll data which can be electronically passed to the payroll department for processing in the JD Edwards ERP system. The elimination of duplicate entry work and the sharing of common data elements between the systems provide efficiencies in operations.
LOGIS has partnered with the Minneapolis Police Department to provide the scheduling management tool to our members.
