LOGIS extends a welcome to the cities of Edina and Shakopee to the eProperty application.
eProperty is an extension of the LOGIS Special Assessment application, which allows the citizens of a city to do real time online lookups of special assessments assessed on their property. This has generally reduced the number of phone calls received by city staff.
One of the many enhancements included in the latest release of the Property Data System was a much-anticipated improved Cash Flow report. The previous version of the report remains intact and would only display the cash flow for selected assessments for a maximum of 10 years.
The new version of the report will now display the cash flow of selected assessments for the term of the assessment.
The much anticipated new release of PDS & eProperty software was rolled out to the LOGIS members on Friday, January 13, 2017. This version is packed with many new requests for enhancements. Included were some major changes to the payment engine.
eProperty changes included updates to the interface to connect to the bank for processing ePayments.
The assessors from the LOGIS membership met for three hours at LOGIS on Thursday, November 3, 2016 to discuss current and future enhancements.
This was once again a very productive meeting and several work priorities were set. During the meeting, many of the enhancements currently in test mode were demonstrated. Some of the high priority enhancements were: “Sales List Compare,” and changes to “Time Adjustments,” “Sales Ratio Analysis,” “Market Value Comparison VS. Growth Analysis,” “CAMA Inquiry” and “Market Value Update.” These enhancements will be in the next PDS release.
Financial account numbers were already a part of the Property Data System (PDS). Enhancements in the latest PDS release introduced the ability to track interest amounts with the interest account number field addition. All information is entered on the Special Assessment Master Information screen. This is table driven. Selecting a fund number from the drop down list will auto-fill both the financial and interest account number fields. Both fields can still be edited if required.
A database utility was added to assist in entering the account numbers to the table. This will also reduce the chance of entering the account numbers incorrectly.
Custom reports can be easily created to report detail and total information for all the accounting numbers.
The latest release of PDS contained many useful enhancements to assist in daily work tasks.
One highly requested option was the ability to create a new duplicate Master Assessment without filling in all the fields.
The Assessment Master Information screen now contains a new button, “Master Copy.” This button allows for the easy creation of a new Master Assessment identical to the original. When you select the button a new Assessment Copy window will open to allow you to enter the new master assessment number and give it a new description if desired. An exact copy of the original master assessment will be created and only the Status needs to be filled in and saved. Detail records are not copied to the new Master Assessment.
This same functionality was implemented on the Assessment Transfer screen with a “Copy” button.
The LOGIS eProperty website is quickly gaining popularity. eProperty is a website open to the public for real time special assessment lookups.
Many of the members interested in eProperty required the ability to change what and how information was displayed. LOGIS programming staff went to work reprogramming much of the website. The result is a website which is very easy to customize to the requirements of each member. The structure always remains the same with the ability to turn certain options off/on. Each section can be customized to allow for the business practices of each member.
Assessment flags can be used in a number of different ways. But their main design was to alert users about special information concerning a property.
You are able to configure up to 15 flags to be used for different notifications. Many members use them for city properties and deferrals. Basically any special information you want to be notified about.
Once a flag is set for a property, the flag and description will be displayed on the screen in red when an assessment search is done for a parcel. The assessment search report will not display the description, only that the flag is set.
The ability to reprint a Valuation Notice was implemented 3 years ago. One little issue comes up occasionally; an error is received during the merge process. This is the result of trying to reprint a Valuation Notice on an exempt property. Exempt properties normally will not receive a Valuation Notice so nothing is produced to allow for the merge process.
The work around is to temporally change the property type to something other than exempt. This will allow the Valuation Notice to be processed. Since the Valuation Notice is a word document, it can be modified to what is needed before printing.
Last step is to change the property type back to what it was.
During the Fall 2015 Special Assessments User Group meeting, the users viewed a demonstration of the LOGIS eProperty application. eProperty is a website which displays real-time public information about special assessments for a parcel/property.
Currently five LOGIS members (Burnsville, Eagan, Lakeville, St Paul and Woodbury) have eProperty websites. Six additional members (Brooklyn Center, Crystal, Eden Prairie, Farmington, Minnetonka and Rochester) expressed interest in how they too could get an eProperty website for their city. These six members now have their own eProperty website in test mode for them to fine tune how each part is worded.
Once the wording is finalized the website can be moved into production and the member will be live on eProperty. All citizens will then be able to view their current special assessments online.
