The project to upgrade all of LOGIS’ Class (Parks and Rec System) users to version 7.00 of Class is nearing completion. At this point, all cities have been converted to the new version except for Richfield and Robbinsdale. Richfield is scheduled to be upgraded on June 16, and Robbinsdale will be upgraded the following week, on June 23. LOGIS recently held a user group meeting to discuss and demonstrate the new features and enhancements of Class version 7.00.
The main reason driving the need for the upgrade is to comply with the credit card industry’s upcoming security standard called “PCI DSS” (Payment Card Industry Data Security Standard). The new version of Class (7.00) is compliant with the standard, while the previous version (6.04) was not. Click here for more information about PCI DSS and how it affects Class.
In May, LOGIS completed the upgrade to Cisco Emergency Responder Version 7 on our servers for our membership. This upgrade was completed with minimal downtime (1 hour) and was tested at each of our members. This upgrade allows our members to take advantage of the latest phones offered by Cisco along with the enhancements offered in version 7.0.
In May, the Network Services group completed the first migration of our Citrix farms to XenApps version 6 and Windows 2008 with the successful cutover of our GL Inquiry application. Now we are focused on the migration of the Permit and Utility Billing applications. This upgrade allows us to take advantage of the Windows 2008 features of performance and memory allocation along with the XenApps 6 features.
Utility Billing Business Continuity Test
LOGIS completed a very successful business continuity and recovery test in May on our Utility Billing application. This recovery test involved bringing up the Utility Billing application and systems at our Brooklyn Center data center and operating out of this data center for 24 hours before reverting back to our Golden Valley data center.
This yearly recovery test is performed without the loss of data and is an essential part of our business practice to validate the LOGIS recovery plans and application systems, assure successful mirroring of data, and provide detailed cross training of staff.
In mid-April LOGIS GIS began replacing our older versions of ParkFinder with the capabilities of gGov.
ParkFinder was an interactive map and query tool designed for our cities to offer the public a geographic way to search for parks and park facilities in their city. Although ParkFinder was a very functional product, it’s time had passed in favor of technology improvements and its capabilities had become an inherent part of the design and function of gGov.
gGov is a web-based, interactive map tool that cities can use to geographically expose municipal map layers, places of interest, public amenities, documents, photos and other images. Similar to MapQuest, Google Maps, etc., its interface is very simple and intuitive. However, it offers the distinct ability for the city to directly use its own existing enterprise GIS data sets to easily and quickly modify, add, or remove map features and attributes to meet the current information demands of the public. It can also leverage existing map services and information links offered by other organizations. gGov replaces our older generation internet mapping applications like ParkFinder, putting nearly all of a city’s public facing interactive mapping needs in one application. With gGov cities can present park and recreation facilities and amenities, street and utility information, property data, places of interest, polling locations, school districts, busing zones and routes, land use, zoning, construction sites and information, event routes… virtually any geographic information the city uses or produces.
See the gGov ParkFinder links on city park and rec web sites for Eagan, Edina, Eden Prairie, Maple Grove, and Hutchinson. At these sites citizens can search for parks geographically by exploring the map, toggling aerial photos on/off, measuring distances for running/walking routes, and hovering over park sites to acquire additional information. They can also filter their view of available parks by amenity. For example, “show me only the parks that have picnic shelters”. Some cities implementations of gGov ParkFinder include links to detailed park and trail maps, contact information, links to seasonal photos, and other helpful additions. All of these features simply leverage existing web site links and the cities’ existing GIS map layers.

A Tools Release upgrade (think of this as the “operating system” of the JDE software) is scheduled for the weekend of July 24th-25th.
Some of the functionality within this upgrade restores the ability to easily create custom grids with “drag and drop” to switch the order of columns, and quickly resize their width.
This functionality was available prior to the change to the web client and Release 8.12. JDEdwards has restored this functionality, and with some of the enhancements made available in Release 8.12, we now have the best of both worlds.
Copy and Paste into or out of the JDE grid and Excel will also be available after the upgrade. This did work prior to Release 8.12, however, it was never officially supported by JDE. Finally, improvements have been made in the grid in terms of data entry and tabbing from field to field.
The LOGIS public safety support group will change the way it documents support calls in the new Premier One system. Any issues in the Premier One system will be documented using help desk software already in use by other LOGIS departments. Members will receive a confirmation email that the issue has been assigned and also will be notified when the issue is resolved. Not only will this help keep the members aware of developments related to their requests but will also be beneficial to the public safety support staff. Each analyst has a primary application they are responsible for in addition to being a “back up” on the other applications. The software will allow the back up support analyst insight into how similar issues were handled by the primary support analysts. Use of the help desk application will speed up resolutions and will point out reoccurring problems so they can be addressed.
The Active Network (the developers of the Class Park and Rec Software) has a free eMarketing web site available to all LOGIS Class users. This site provides all sorts of resources to help promote your department’s courses, facilities, memberships, and services. Resources include case studies, website design tips, email campaign tips, graphic templates for publishing, marketing tactics, and webinars. (A “webinar” is a seminar that takes place over the Internet, through use of a browser such as Internet Explorer or Firefox.) A blog (similar to this one) is also available through the site. The blog is called “Strategies for Online Success” (SOS).

LOGIS is in the process of upgrading the Advanced Utility Systems CIS Infinity software to Version 3. This is the current version of the software and it offers many functional improvements. The local system tables and free tables have been moved to the backend, which impacts the flow, functionality and performance of procedures and other processes. Below are a few of the enhancements Version 3 has brought to CIS Infinity:
Enhanced security features that protect data, fields and the system integrity.
More flexibility with processing data and using fields, menus, navigation bars and table profiles.
Faster and more accurate searching.
System-wide tracking of control table changes.
Enhanced system maintenance routine.
Enhanced menu features.
Grid settings can be customized per user by saving, restoring or clearing settings.
Crystal Reports upgraded to XI format.
In preparation of the CIS Infinity Version 3 upgrade project, 3 LOGIS representatives visited Advanced Utility Systems’ offices in Toronto, Canada to receive training on bill print, notice print, and control table configuration in Version 3. With this additional training, LOGIS staff has increased their knowledge and can effectively reduce the upgrade project time-line to 3 months. This aggressive schedule consists of 6 weeks of Soft Parallel testing, 4 – 6 weeks of Hard Parallel testing, and go-live.
Of all Utility Billing member cities, 4 were live on Version 3 as of January 11, 2010. Four more members will go live by the end of June, 2010. All of the remaining members will complete the upgrade to Version 3 by the end of June 2011.
In April, the Network Services Group added Cisco AnyConnect SSL VPN to our network VPN concentrators and performed the installation and testing of our first SSL VPN. AnyConnect allows our members persistent client-based SSL/IPSEC or client-less SSL based VPN connectivity into the LOGIS network and supports a wide range of VPN clients from Windows 7/64 bit to the Apple IPhone, while enhancing our ability to enforce corporate security policies.
AnyConnect is now staged and supported at LOGIS to enhance our and our member VPN capabilities in accessing the LOGIS applications and systems. Members wishing to utilize AnyConnect VPN can contact the Network Services Help Desk.
Announcing NEOGOV !! LOGIS has entered into a Cooperative Purchasing Agreement to provide discounted pricing on NEOGOV service to our members. NEOGOV is a Software as a Service provider of specialty programs for government sector clients. You may have noticed the “Powered by NEOGOV” posted prominently on the League of Minnesota Cities Web site.
NEOGOV provides on-line access to its proprietary human resource management software and solutions including employee recruitment, applicant tracking and a reporting system called ‘Insight’. The LOGIS GIS staff has been busy preparing for the transition from ArcGIS v9.x to ArcGIS 10. We became a beta test site for v10 in 2009 in preparation for this major release and are currently testing the ArcGIS 10 pre-release.
ArcGIS 10 is ESRI’s first offering of its complete software suite that is fully Windows 7 certified. From a user perspective there are some major changes to the interface of ArcGIS desktop (ArcView and ArcInfo) and features that will make using ArcView easier and more efficient. Overall performance is improved; editing is more streamlined; search functions eliminate much of the hunt/peck of previous versions.
Derek Lorbiecki, our GIS Specialist, offered “What’s New” training sessions for ArcGIS 10 during April, instructing a total of 75 ArcGIS end-users from our cities. This is the highest attendance we’ve ever had for GIS training sessions at LOGIS. We now wait anxiously for the full release from ESRI!
ArcGIS 10 is expected to ship in June. When we get closer to the release date we will begin to schedule software upgrade assistance with those cities wishing to have LOGIS GIS staff assist with the upgrade, license distribution, and additional on-site instruction.
